The Marine Department (MD) announced June 30 the launch of the Green Maritime Fuel Bunkering Incentive Scheme to facilitate the development of Hong Kong into a high-quality green maritime fuel bunkering centre.

The International Maritime Organization (IMO) has set an ambitious target to reach net-zero carbon emissions from international shipping by or around 2050. Under the key policy drive of the IMO, the international maritime industry is now undergoing an irreversible green transformation, and the use of low- or even zero-carbon fuels is quickly gaining popularity.

Considering that certain investments in preparatory work, including risk assessments by companies, are required before carrying out green maritime fuel bunkering, and the pioneer companies will help kick-start the industry development by paving the way and accumulating invaluable experience, incentives will be granted to these companies. Under the current tranche of the Scheme, which targets liquefied natural gas (LNG) and green methanol, an incentive of $500,000 will be granted to each pioneer company for each of its first two LNG or green methanol bunkering operations completed within one year from the MD's acceptance of its risk assessment. Pioneer companies that have already completed the relevant assessments and/or bunkering operations before the Scheme launch are also eligible to receive incentives under the Scheme. The maximum amount of incentive for each type of recognised green maritime fuel is $2,000,000, and incentives will be disbursed on a first-come, first-served basis. CBAM: Public consultation on the extension of CBAM to downstream products

On 1 July 2025, the Commission has launched a public consultation that aims to gather the opinions of all stakeholders on the policy design of CBAM’s potential scope extension to specific downstream products, anti-circumvention measures and rules for the electricity sector, as well as on their potential social, economic, environmental, and administrative impacts.

Furthermore, to prevent carbon leakage further down the value chain, the recent European Steel and Metals Action Plan stressed the need for a scope extension of CBAM to certain steel & aluminium-intensive downstream products and announced a Commission proposal to be adopted by the end of this year.

EU Climate Law: new way to reach 2040 targets

On 2 July 2025, the Commission has proposed an amendment to the EU Climate Law, setting a 2040 EU climate target of 90% reduction in net greenhouse gas emissions, compared to 1990 levels. It will give certainty to investors and innovation, strengthen industrial leadership of EU businesses, and increase Europe's energy security.

The Commission has also published a Communication on delivering the first proposals on the Clean Industrial Deal. It provides an overview of the first actions delivered, progress made and remaining measures. Its implementation is crucial towards the 2040 climate target.

Joint Circular Issued by SAMR and Other Authorities on the First National Catalogue of Product Carbon-Footprint Labeling Certification Pilot Projects

Recently, the State Administration for Market Regulation, the Ministry of Ecology and Environment, and the General Office of the Ministry of Industry and Information Technology jointly released the first national pilot catalogue for product-carbon-footprint labelling certification, covering 17 product categories—including lithium-ion batteries, PV modules, steel, textiles, room air-conditioners, computers, small-power electric motors, tyres, electrolytic aluminium, cement, wood-based panels and wood flooring.

The launch of the catalogue marks a decisive shift for China’s product-carbon-labelling system from policy framework to practical implementation. By concentrating on specific product types and pairing them with forthcoming product-specific certification rules, China will establish a cradle-to-grave carbon-footprint-labelling scheme that offers enterprises and certification bodies an actionable, verifiable and fully applicable certification roadmap.
